"Drugs and alcohol are easier to get than services. They are an easy way to numb trauma and escape a harsh reality." 

People find that substances provide a valuable "service" when there are major barriers to getting mental health and other services. Substances become a daily-life purpose, a means to self-medicate, and a way to numb problems and fill voids. Without readily available interventions that satisfy those “services,” people will continue to use drugs and alcohol.
