"The public calls the police to intervene, but they do not have the right tools for the job." 

Police are primarily the ones responding to 911 and 311 calls related to homelessness, because there isn't another resource to send out into the field. However, police tools like arrest and citations have limited effectiveness. A criminal history creates additional barrier to housing and jobs for people experiencing homelessness.

The Homelessness Outreach Street Team (HOST) partners APD with health and social service providers. Case managers, Community Health Paramedics (EMS), and police officers work side by side to serve the same clients.
