"People can change when connected to healthy role models and learning environments. But these opportunities are rare." 

To learn new habits, people need daily practice and support. Most providers do not have time to teach new behaviors because they must deal with immediate crises or meet other program objectives. Exceptions do exist with individual case managers and specialized service types like youth services and substance treatments.
