"Some people avoid engaging in downtown services. They do not want to put their health and safety at risk." 

Most homeless services are concentrated downtown, but some people would rather give up services than enter the downtown area. They put themselves at risk of: 

  • getting ticketed by the police,

  • relapsing,

  • getting into fights or trouble,

  • or becoming a victim of violence, theft, and sexual assault. 

For those who do go downtown, they must create a personal strategy just to try and stay safe.
